Task Gate — task risk gate

Every EU task is classified into a risk class before entering the corridor. The V0 sandbox accepts only R0–R2 — low-risk, human-approved draft tasks.

R0 — educational / public / low-risk
R1 — low-risk business draft
R2 — reputational risk, needs QA
R3 — sensitive data → HOLD
R4 — regulated domain → BLOCK
R5 — dangerous / prohibited → KILL
